In the Henley Passport Index (October 2026), India ranks 84th, with Indian passport holders able to access 55 destinations without a traditional pre-arrival visa (including visa-free, visa on arrival and Electronic Travel Authorisation). India improved from 85th in October 2025 (57 destinations). The index uses IATA data and assesses 199 passports across 227 destinations, but excludes work/student visas and PR/citizenship eligibility.

Supreme Court dismissed Tamil Nadu’s appeal against a March 2024 order extending reservation to BC, MBC, DNC and SC persons converted to Islam. It held that conversion does not automatically confer membership in another notified Backward Class, nor permit continued Scheduled Caste status. Article 16(4) is enabling, not an individual entitlement. SC status is governed by Article 341 and the Constitution (Scheduled Castes) Order, 1950; Para 3 limits SC recognition to Hindu, Sikh and Buddhist. Executive orders cannot override this framework.

Community Forest Rights (CFR) implementation in Banjar subdivision, Kullu district, Himachal Pradesh, is emerging as a replicable model of community-led forest governance under the Forest Rights Act, 2006. Gram Sabhas secure formal titles and manage forest fire prevention, grazing regulation, and curbing illegal timber extraction. They sustainably harvest and add value to NTFPs like guchhi, medicinal herbs and honey, protect sacred groves and water catchments, rejuvenate springs (baolis), and run homestays/nature trails via SHGs; Himachal lags Odisha and Maharashtra in CFR recognition.

MoRTH proposed Bharat Stage VII (BS-VII) norms via draft amendments to Central Motor Vehicles Rules, 1989, seeking public feedback; M1 passenger cars targeted from 1 April 2029. Proposed limits (mg/km): CO 1000 petrol/500 diesel; NOx 60/80; PM 4.5 (both). Adds real-world driving emissions using PEMS (type approval from April 2030; conformity factor 1.0), OBD and lifetime monitoring, particle-number threshold 23 nm to 10 nm, brake-particle limits from April 2031 (3 mg/km EV; 7 others; 3 all by 2035), C1 tyre abrasion from April 2031, EV battery durability (75% up to 5 years/100,000 km; 67% up to 8 years/160,000 km), Environmental Vehicle Passport, multi-fuel coverage, and BS-VII-G geofencing approvals.

Global Hunger Index (GHI) 2026 indicates India faces “serious” hunger: rank 100/122, score 24.1 (0-100 scale; 0 best, 100 worst). South Asia score is 23.5 versus global average 18.1. India’s child stunting fell from 50.0% (2000) to 29.3% (2026). Annual index is jointly published by Concern Worldwide, Welthungerhilfe and IFHV, using data from FAO, WHO, UNICEF and UN IGME; 2026 data cover undernourishment (2023-25), wasting (2021-25), stunting/mortality (2024).

FRRO issued a “Leave India” notice to actor Imran Khan (US citizen, OCI), asking departure by 28 October, after his 10 October protest at Mumbai’s August Kranti Maidan seeking Chief Election Commissioner Gyanesh Kumar’s resignation. OCI (2005) is not dual citizenship; grants lifelong multiple-entry visa and FRRO-registration exemption; March 2021 prior-permission list excludes political protests; Section 7B bars voting/contesting; Article 19 applies to citizens. Immigration and Foreigners Act, 2025 (in force since September 2025; replaces 1946) treats OCI as “foreigner”; Sections 7(2)(c) and 29 (powers delegated September 2025) enable direction / removal. Calcutta HC (2020, Kamil Siedczynski) held rally participation alone insufficient; OCI cancellation is under Citizenship Act Section 7D (hearing mandatory); challenge lies under Article 226.

India added Sukhna Wetland and Sauj Jheel to the Ramsar List, taking total Ramsar Sites to 103. Sukhna, a peri-urban reservoir at Chandigarh’s edge in the Outer Himalayas, regulates sediment and water flows, supports diverse habitats and Central Asian Flyway migrants; notable fauna include vulnerable common pochard, endangered Pallas’s fish eagle and black pond turtle. Sauj Jheel, a shallow Ganga floodplain lake in Uttar Pradesh near Saman Bird Sanctuary, aids wetland connectivity, has sacred lotus and wild sugarcane, and supports vulnerable sarus crane and greater spotted eagle.

Nagaland has begun preparations for the 27th Hornbill Festival, held annually at Naga Heritage Village, Kisama (about 12 km from Kohima). First organised in 2000, it is conducted by the State Tourism and Art & Culture Departments. The “festival of festivals” promotes inter-tribal interaction and preservation of heritage. Expanded from 3 to 10 days, it coincides with Statehood Day on December 1.

On 10 October 2026, RBI tightened regulations on INR-linked forex derivatives to curb speculation and manage rupee volatility amid geopolitical uncertainty and high crude prices; RBI reports ~7% rupee depreciation since early 2026. Authorised Dealers (ADs) cannot permit rebooking of cancelled contracts (rollover at maturity allowed), and thresholds for derivatives without underlying exposure and exchange-traded INR-linked derivatives were cut from $100 million to $5 million. ADs must obtain user undertakings, and maintain a Foreign Exchange Risk Reserve: for eligible contracts >$2 million notional, 20% cash of rupee notional with RBI.

Kigali Amendment to the Montreal Protocol (adopted Kigali, Rwanda, 15 Oct 2016; in force Jan 2019) marks 10 years on 15 Oct 2026, mandating HFC phase-down. India (ratified 2021): 2028 freeze at baseline, 2032 cut 10%, 2047 cut 85%. Cooling uses >10% of India’s annual electricity, up to one-third at peak. By early Oct 2026, 175 parties joined. Multilateral Fund (est. 1990; operational 1991) supports compliance; avoided ~50 billion tCO2e (1995-2021) at ~7 US cents/tonne; refrigerant recovery/destruction and “Friends of Kigali” revival in New York (backed by Climate and Clean Air Coalition) seek wider participation/finance.

CCEA (PM-chaired) approved sale of 60.72% IDBI Bank stake to Toronto-based Fairfax Financial Holdings for ₹52,878 crore, potentially largest FDI in India’s financial sector, subject to RBI conditions, by March 2027. GoI sells 30.48% (retains 15% via open-market sale by Alternative Mechanism / EGoM) and LIC sells 30.24% (retains 19%, to 15% in 2 years). Conditions include Fairfax cut to 26% in 15 years, 3-year name retention, 5-year lock-in, two-bank bar (CSB merger/exit), fit-and-proper, open offer; employee terms unchanged, pension via funded dedicated fund.

Union Cabinet approved National Social Assistance Programme outlay of ₹53,428 crore for 2026-27 to 2030-31. NSAP, a fully funded Centrally Sponsored Scheme (1995) under Ministry of Rural Development, supports BPL elderly, widows and persons with disabilities. Renamed as Pradhan Mantri Samajik Sahayata Yojana; IGNOAPS / IGNWPS / IGNDPS / NFBS renamed accordingly. Divyangjan pension revised to ₹375 (0-79) and ₹625 (80+); NFBS assistance ₹20,000.

ICAR-National Soybean Research Institute (NSRI), Indore organised Soybean Harvest Day on 9 October 2026 to showcase improved soybean varieties NRC 268 and NRC 270. Demonstrations reported preliminary yields of about 20 quintals/ha despite adverse weather, compared to India’s average soybean yield of about 10-11 quintals/ha. Findings highlighted higher productivity, climate resilience, evidence-based research, technology dissemination and improved farm income.

Open-cast bauxite mining in Nageswari Reserve Forest (Balda Hills), Koraput, Odisha, threatens the Jeypore ground gecko (Cyrtodactylus jeyporensis; Gekkonidae), endemic to the Eastern Ghats, inhabiting moist high-elevation (1,100-1,400 m) forest patches under rocks. It is IUCN Endangered, CITES Appendix II (2022), and Schedule I, Wild Life (Protection) Act, 1972. Most habitat lies outside PAs; only four individuals were recorded in Balda Hills in a year. Bondo and Porja Adivasis and conservationists oppose clearances for 2 years, citing FRA, 2006 and water-source risks; strip mining removes vegetation/boulders/topsoil, destroying microhabitats. A NALCO Potangi project caused local extinction. Described by R.H. Beddome (1878), rediscovered (2010); lineage diverged >20 million years ago.

CeNS, Bengaluru, with JNCASR, Bengaluru, and Ghatal Rabindra Satabarsiki Mahavidyalaya, West Bengal, showed that inserting a single methylene (-CH2-) spacer between a peptide backbone and pyrene tunes supramolecular self-assembly (via H-bonding, π-π stacking, hydrophobic forces). The spacer alters molecular packing/orientation, inducing supramolecular chirality and prolonging fluorescence lifetime, enabling biosensing, diagnostic bioimaging, and pH/enzyme-responsive drug-delivery hydrogels/nanocarriers through simple geometric spacers.

Kerala launched India’s first Ecosystem Red List Assessment to assess statewide ecosystem-collapse risk using the IUCN Red List of Ecosystems (RLE) framework (5 criteria). It covers mountainous, midland and coastal habitats, including forests, river systems and coastal belts; key ecosystems include tropical riparian evergreen forests, Myristica swamps, Shola-grassland mosaics and mangroves. Riparian evergreen forests in the southern Western Ghats declined ~83% in a century. Outputs include an official risk register, ecosystem typology atlas, eco-restoration priority maps, integration with State planning portals, and actionable inputs for Biodiversity Management Committees and panchayats.

UNCTAD’s Technology and Innovation Report 2025 highlights India’s improved preparedness for frontier technologies. India ranked 36th (2024) in UNCTAD’s Readiness for Frontier Technologies Index, up from 48th (2022). In private AI investment, the US ranks 1st, China 2nd, India 10th. Strong developing performers include Brazil, China, India, Philippines. Human capital gains include Bhutan, India, Morocco, Moldova, Timor-Leste. WIPO’s Global Innovation Index tracks innovation performance; India is ranked 38th (2026). Frontier technologies include AI, blockchain, IoT, VR; readiness indicators cover ICT, skills, R&D, industrial capacity, finance.

NASA and the National Snow and Ice Data Center (NSIDC) estimate Antarctic sea ice reached its 2026 annual maximum extent on 14 September at 17.59 million sq km, the 3rd-lowest maximum on record and ~1 million sq km below the long-term average; the four lowest maxima occurred in the past four years. Sea ice is frozen seawater, floating and seasonal, unlike land-based glaciers/ice sheets; it supports ecosystems, albedo and circulation, and its melt minimally affects sea level. Extent is monitored by passive microwave satellite sensors.

UNCTAD (est. 1964; HQ Geneva; UNGA body) released Trade and Development Report 2026, highlighting strategic sectors (AI infrastructure, semiconductors, energy-transition tech). Greenfield investment (FDI creating new foreign operations) totalled $845.7 bn (2020-25); strategic sectors’ share rose 16%→44% (AI largest). India had 5.7% and China 2.8% of global greenfield investment; Europe+North America held 56.4% of strategic investment, while developing Asia concentrated most among developing economies (China, India, Indonesia, Malaysia, Singapore), limiting LDC integration. India implemented 707 industrial policy measures (2022-25) but fell in rankings vs US, China, Australia, Brazil. UNCTAD works on trade, investment, finance, technology, debt, sustainable development; key reports include Trade and Development, World Investment, Technology and Innovation.

Indian researchers developed a green nano-catalytic, adsorptive technology to treat dye-contaminated wastewater from textile / dyeing / printing units. Using reusable nano-catalytic and bio-adsorptive composites from agro-waste/eco-friendly precursors, it degrades recalcitrant azo dyes and mineralises organics into CO2, water and inorganic ions, enabling rapid decolourisation and COD reduction at high pH/salinity. Catalyst recovery (magnetic / gravitational) enables reuse, lowers costs, avoids toxic sludge, and supports CPCB-Ministry of Jal Shakti ZLD norms; relevant hubs include Tiruppur, Surat, Ahmedabad and Panipat.

A study estimates grassland plant-diversity loss could reduce global CO2 uptake via photosynthesis by 15% by 2050; in tropical grasslands (Paraguay, India, parts of sub-Saharan Africa), uptake may drop up to 50% by mid-century. Biodiversity (deep/shallow roots, C3/C4, legumes) provides “insurance”; monocultures crash under drought/heatwaves. Grasslands (25-30% ice-free land) store carbon mainly underground; degradation drivers include overgrazing, land-use conversion, Prosopis juliflora and Lantana camara. Converting open grassy ecosystems to monoculture plantations under carbon credits harms diversity and water security; restoration must re-establish native multi-species communities.

Scientists at the Indian Institute of Astrophysics (IIA), with ARIES (Nainital), Udaipur Solar Observatory (USO), Physical Research Laboratory (PRL) and IIT Roorkee, identified the magnetic mechanism behind solar “microwave polar brightening” (microwave aurorae). At ~17-37 GHz, emission from the upper chromosphere/low transition region peaks at solar minimum due to strong poloidal fields and unipolar network elements, enhancing free-free bremsstrahlung. It can proxy poloidal-field strength for cycle prediction, complementing Aditya-L1 and NASA / ESA Solar Orbiter for solar-wind / CME and geomagnetic-risk forecasts.

On 11 October 2026, the Supreme Court examined alleged illegal detentions and movement restrictions during Delhi protests, spotlighting preventive detention and prohibitory orders. Preventive detention (e.g., NSA, 1980) curtails liberty without trial for public order/national security, subject to Articles 22(4)-(5) safeguards and judicial review. Section 163, BNSS, 2023 (retaining CrPC 144) empowers Executive Magistrates to issue urgent, reasoned orders, including without notice, under proportionality (Maneka Gandhi, 1978).

Tele-MANAS (Tele Mental Health Assistance and Networking Across States), established in 2022, is a 24×7 national tele-mental health helpline operated by the Ministry of Health and Family Welfare across all States/UTs; it received nearly 48 lakh calls in 4 years. A key digital component of NMHP, it provides medical / psychosocial interventions, video consultations, e-prescriptions, follow-up and in-person linkages, prioritising vulnerable groups. Two-tier model: Tier-1 State cells (tele-counselling / consultation); Tier-2 DMHP/medical college specialists via e-Sanjeevani/physical consults. Mobile app supports English, Hindi and 10 regional languages, with Asmi chatbot and emergency module.

ECI began nationwide Special Intensive Revision (SIR) of electoral rolls in June 2025, starting Bihar, under Section 21(3), Representation of the People Act, 1950 (proviso keeps pre-SIR rolls valid for upcoming State polls). SIR updates rolls (deceased/duplicates/shifts/omissions). Compared to 2002-04, 2025-26 reports draft-roll exclusions, 10% supervision (vs 25%), eligibility via old rolls/citizenship docs, automated discrepancy flags, Oct 9 limits on objections, and ~13.3 crore deletions across three phases.
