World Bank’s Climate Change Action Plan 2021–2025
World Bank, where the US is the largest shareholder, authorised retiring CCAP targets of 45% climate co-benefits and 35% climate finance after US disapproval, but continues its client-driven climate work. CCAP began in 2016–2020 post-Paris Agreement; current CCAP 2021–2025 runs till June 30, 2026, to boost mitigation/adaptation support. Climate co-benefits are finance yielding mitigation/adaptation gains; FY2025 co-benefits were 48%, including projects in Uttar Pradesh, Maharashtra and Kerala. CoP29 UNFCCC NCQG seeks ≥USD 1.3 trillion annually by 2035; UNEP 2025 Adaptation Gap Report says needs are 12–14× current flows; NITI Aayog estimates India needs USD 22.7 trillion by 2070.
